iOS: Migrate FlutterEngine to ARC (flutter/engine#55590)
Migrates `FlutterEnging` from manual reference counting to ARC. Migrates properties from `retain` to strong and `assign` to `weak` (where referencing an Obj-C object). No semantic changes, therefore no changes to tests.
