Merge CHANGELOG for 3.27.4 stable release (#162761)

Merges CHANGELOG from stable to master for 3.27.4 release.

Appears to include a correction for 3.27.3 as well
(https://github.com/flutter/flutter/pull/162132 was a 3.27 cherry pick).
