Update InputDecoration.border documentation (#161415)

## Description

This PR clarifies the InputDecoration.border documentation and fixes two
typos.

## Related Issue

Fixes [[Material] Outline TextFields don't respect
OutlineInputBorder.color](https://github.com/flutter/flutter/issues/31169)
