dart_style 3.0.1 comes with some minor style fixes:

This PR applies this fixes in bulk across the repository. (Otherwise,

them to the new format by running the formatter).

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Move platform-specific log-reading implementation details from ResidentRunner/FlutterDevice to DeviceLogReader implementations (#156181)
Cleans up https://github.com/flutter/flutter/pull/155800. In summary, `ResidentRunner`/`FlutterDevice` have branching behavior around logging that depends on the type of `DeviceLogReader` on the `FlutterDevice` instance.  Let's instead move this behavior to the `DeviceLogReader` implementations.

My apologies for the large diff. Much of this is a refactor that was a bit too difficult to separate into its own commits. 

Here are the main two changes

* Replaces the mutable `connectedVmService` field on the `DeviceLogReader` class with a new method `provideVmService`. This serves largely the same purpose as the mutable field, but it allows for asynchronous code. This is where we put the logic that used to exist in `FlutterDevice.tryInitLogReader`.
* Removes the `tryInitLogReader` method from `FlutterDevice`. This method served to set the `appPid` field on the `FlutterDevice`'s `DeviceLogReader` instance. This was only used in the case of Android to filter out logs unrelated to the flutter app coming from the device, so we can move this logic to `AdbLogReader`'s implementation of `provideVmService`.

Reland "Launch DDS from Dart SDK and prepare to serve DevTools from DDS (#146593)" (#152386)
This reverts commit 7cdc23b3e1bae2bc7bc2d1f34773eaa3629d4fcc.

The failure in the `native_assets_test` integration test on Windows was caused by the DevTools process not being shutdown by the `ColdRunner` when running the profile mode portion of the test. This resulted in the test being unable to clean up the project created by the test as DevTools was still holding onto a handle within the directory. This PR adds back the mistakenly removed DevTools shutdown logic in the `ColdRunner`.

This change is a major step towards moving away from shipping DDS via Pub.

Add Swift Package Manager as new opt-in feature for iOS and macOS (#146256)
This PR adds initial support for Swift Package Manager (SPM). Users must opt in. Only compatible with Xcode 15+.

Fixes https://github.com/flutter/flutter/issues/146369.

## Included Features

This PR includes the following features:
* Enabling SPM via config 
`flutter config --enable-swift-package-manager`
* Disabling SPM via config (will disable for all projects) 
`flutter config --no-enable-swift-package-manager`
* Disabling SPM via pubspec.yaml (will disable for the specific project)

* Migrating existing apps to add SPM integration if using a Flutter plugin with a Package.swift
  * Generates a Swift Package (named `FlutterGeneratedPluginSwiftPackage`) that handles Flutter SPM-compatible plugin dependencies. Generated package is added to the Xcode project.
* Error parsing of common errors that may occur due to using CocoaPods and Swift Package Manager together
* Tool will print warnings when using all Swift Package plugins and encourage you to remove CocoaPods

This PR also converts `integration_test` and `integration_test_macos` plugins to be both Swift Packages and CocoaPod Pods.

## How it Works
The Flutter CLI will generate a Swift Package called `FlutterGeneratedPluginSwiftPackage`, which will have local dependencies on all Swift Package compatible Flutter plugins.  

The `FlutterGeneratedPluginSwiftPackage` package will be added to the Xcode project via altering of the `project.pbxproj`. 

In addition, a "Pre-action" script will be added via altering of the `Runner.xcscheme`. This script will invoke the flutter tool to copy the Flutter/FlutterMacOS framework to the `BUILT_PRODUCTS_DIR` directory before the build starts. This is needed because plugins need to be linked to the Flutter framework and fortunately Swift Package Manager automatically uses `BUILT_PRODUCTS_DIR` as a framework search path.

CocoaPods will continue to run and be used to support non-Swift Package compatible Flutter plugins.

## Not Included Features

It does not include the following (will be added in future PRs):
* Create plugin template
* Create app template
* Add-to-App integration

Fixed race condition in PollingDeviceDiscovery. (#145506)
There are two issues in the previous implementation:
1. `_populateDevices` will return the devices from `deviceNotifier` if it had been initialized, assuming that once it's initialized, it has been properly populated. That assumption is not true because calling getters like `onAdded` would initialize `deviceNotifier` without populating it.
2. `deviceNotifier` instance might be replaced in some cases, causing `onAdded` subscribers to lose any future updates.

To fix (1), this commit added the `isPopulated` field in `deviceNotifier` as a more accurate flag to determine if we need to populate it.

To fix (2), this commit made `deviceNotifier` a final member in `PolingDeviceDiscovery`.

Print warning and exit when iOS device is unpaired (#144551)
Explicitly handle the case where the iOS device is not paired.  On `flutter run` show an error and bail instead of trying and failing to launch on the device.

On this PR:

Implementing null-aware operators throughout the repository (#143804)
This pull request fixes #143803 by taking advantage of Dart's null-aware operators.

And unlike `switch` expressions ([9 PRs](https://github.com/flutter/flutter/pull/143634) and counting), the Flutter codebase is already fantastic when it comes to null-aware coding. After refactoring the entire repo, all the changes involving `?.` and `??` can fit into a single pull request.

Upload DerivedData logs in CI (#142643)
When the Dart VM is not found within 10 minutes in CI on CoreDevices (iOS 17+), stop the app and upload the logs from DerivedData. The app has to be stopped first since the logs are not put in DerivedData until it's stopped.

Also, rearranged some logic to have CoreDevice have its own function for Dart VM url discovery.

Support wireless debugging for iOS 12 or earlier (#141439)
`idevicesyslog` requires the `--network` flag to obtain logs for iOS devices when wirelessly paired. 

When running Flutter on devices with iOS 12 or earlier versions, [the `idevicesyslog` command is used.](5931b4f21d/packages/flutter_tools/lib/src/ios/devices.dart (L1269-L1277)).

If one method of finding Dart VM fails for CoreDevice, wait for the other method (#139754)
For CoreDevices we use a combination of mDNS and device logs to find the Dart VM url. If mDNS fails first, it will cause the launch to fail even though the device logs may be able to find the url. So if one of the methods fails, wait for the other method before failing the launch.

Ensure Xcode project is setup to start debugger (#136977)
Some users have their Xcode settings set to not debug (see example here https://github.com/flutter/flutter/issues/136197#issuecomment-1766834195). This will cause the [engine check for a debugger](22ce5c6a45/runtime/ptrace_check.cc (L56-L71)) to fail, which will cause an error and cause the app to crash.

This PR parses the scheme file to ensure the scheme is set to start a debugger and warn the user if it's not.

Some of our tests in CI are triggering the `NSLocalNetworkUsageDescription` dialog when they're not supposed to (https://github.com/flutter/flutter/issues/129836) since it's disabled via flags (`--no-publish-port` for flutter/flutter and `--disable-vm-service-publication` for flutter/engine).

Normally, we inject `NSLocalNetworkUsageDescription` (and other bonjour settings) to the Info.plist during the project build for debug and profile mode since by default they will publish the VM Service port over mDNS.

To help diagnose the issue, though, this PR changes it so that we don't inject `NSLocalNetworkUsageDescription` (and other bonjour settings) when port publication is disabled since it shouldn't be needed. Hopefully, this will give us better error messages or cause the app to crash and end the test early (rather than timeout after 30 minutes).

Wait for CONFIGURATION_BUILD_DIR to update when debugging with Xcode (#135444)
So there appears to be a race situation between the flutter CLI and Xcode. In the CLI, we update the `CONFIGURATION_BUILD_DIR` in the Xcode build settings and then tell Xcode to install, launch, and debug the app. When Xcode installs the app, it should use the `CONFIGURATION_BUILD_DIR` to find the bundle. However, it appears that sometimes Xcode hasn't processed the change to the build settings before the install happens, which causes it to not be able to find the bundle.

Since it's a timing issue, there's not really a consistent way to test it.

I was able to confirm that it works, though, by using the following steps:
1. Create a flutter project
2. Open the project in Xcode
3. `flutter clean`
4. `flutter run --profile -v`

If I saw a print line `stderr: CONFIGURATION_BUILD_DIR: build/Debug-iphoneos`, that means it first found the old and incorrect `CONFIGURATION_BUILD_DIR` before updating to the the new, so I was able to confirm that it would wait until it updated.

When retrying to connect to the device during app launch, don't uninstall the app first.

Latest test flake for https://github.com/flutter/flutter/issues/120808:

Set the CONFIGURATION_BUILD_DIR in generated xcconfig when debugging core device (#134493)
Xcode uses the CONFIGURATION_BUILD_DIR build setting to determine the location of the bundle to build and install. When launching an app via Xcode with the Xcode debug workflow (for iOS 17 physical devices), temporarily set the CONFIGURATION_BUILD_DIR to the location of the bundle so Xcode can find it.

Also, added a Xcode Debug version of the `microbenchmarks_ios` integration test since it uses `flutter run --profile` without using `--use-application-binary`.

Retry connecting to device in CI after lost connection (#133769)
Sometimes `ios-deploy` loses connection to the device after installing, starting debugserver, and launching. This is shown with an error message like:

This happens frequently in our CI system: https://github.com/flutter/flutter/issues/120808

Usually in CI, on retry it'll work and pass - so this is an attempt to retry without failing the test first. It's not guaranteed to fix since we're unable to recreate this error locally.

Fix log filtering and CI tests for iOS 17 physical devices (#132491)
Fixes a couple of issues introduced in new iOS 17 physical device tooling: https://github.com/flutter/flutter/pull/131865.

1) Duplicate messages were being filtered out too aggressively. 

For example, if on the counter app, you printed "Increment!" on button click, it would only print once no matter how many times you clicked.

Sometimes more than one log source is used at a time and the original intention was to filter duplicates between two log sources, so it wouldn't print the same message from both logs. However, it would also filter when the same message was added more than once via the same log.

The new solution distinguishes a "primary" and a "fallback" log source and prefers to use the primary source unless it's not working, in which it'll use the fallback. If the fallback is faster than the primary, the primary will exclude the logs received by the fallback in a 1-to-1 fashion to prevent too-aggressive filtering. Once a flutter-message has been received by the primary source, fallback messages will be ignored.

Note: iOS < 17 did not regress.

2) There was a race condition between the shutdown hooks and exiting XcodeDebug that was causing a crash when deleting a file that doesn't exist. This only affects CI  - for the new integration tests and when testing with iOS 17 physical devices.

This PR includes the following changes. These changes only apply to iOS 17 physical devices.

Other changes include:
* Using `devicectl` to get information about the device
* Using `idevicesyslog` and Dart VM logging for device logs

Note:
Xcode automation scripting (used in `flutter run` for debug and profile) does not work in a headless (without a UI) interface. No known workaround.

Fix duplicate devices from xcdevice with iOS 17 (#128802)
This PR fixes issue of duplicate entries from `xcdevice list` cause devices to not show in `flutter devices`, `flutter run`, etc.

When a duplicate entry is found, use the entry without errors as the authority. If both have errors, use the one with the higher SDK as the authority.

Workaround for Dart VM timeout (#127875)
Workaround solution for: https://github.com/flutter/flutter/issues/121231

Sometimes the `ios-deploy` process does not return the logs from the application. We've been unable to figure out why. This is a solution to workaround that by using `idevicesyslog` alongside `ios-deploy` as a backup in getting the log for the Dart VM url. As explained in https://github.com/flutter/flutter/issues/120808#issuecomment-1551826299, when error case 2 happens, the `idevicesyslog` does successfully find the Dart VM.

Also, in the comments of the code it mentions `syslog` is not written on iOS 13+, this was added in response to this issue: https://github.com/flutter/flutter/issues/41133.

However, `idevicesyslog` does in fact work (at least for iOS 16), we use it to collect device logs for our CI tests already: 1dc26f80f0/dev/devicelab/lib/framework/devices.dart (L998-L1006)

[iOS] Dispose of log readers and port forwarders if launch fails (#127140)
When tests run in our CI using `flutter drive`, if there is a failure it will loop and try again.

However, it's using the same `device` instance for each iteration. So what was happening was when it would fail to launch, it would tell its listeners that it was cancelled.

Then when the next iteration started, the `vmServiceDiscovery` would immediately return with null because the `deviceLogReader` would be cached from the previous iteration and would already be cancelled. Therefore, bypassing and cancelling the timer.

In addition, it seems like sometimes the stop would fail and therefore the the drain would never get the signal that it was done and therefore would hang forever. There was no indication that the stop had failed though because the logs were going to the stream that had no listeners since `deviceLogReader` was already cancelled.
