Update generate_gradle_lockfiles.dart to handle batch updating kotlin Gradle files (#162628)
Also removes the only entry from the exclusion script, as this fixes the
reason for its exclusion.

Pin customer_testing to the SHA specified in tests.version (#162048)
Closes https://github.com/flutter/flutter/issues/162041.

I also converted the `.sh` and `.bat` files (largely) to Dart, mostly
because I don't know enough Windows XP command prompt in order to make
the change safely. They should still run the same from the CI
bootstrapping, but most of the logic is now Dart code.

Will send a separate PR to update the `flutter/tests` PR template.

Experiment with a files-changed.json per PR (#161788)
This is an experiment to determine what the wall time of a (minimal)
"upload a JSON file describing files changed".

We are looking for this to take (low) single digit minutes, because if
we use this file (and expand it to become a build plan), it will block
almost _all_ other actions, and will likely get longer as we add more
complex logic and checks. Here's hoping!

Remove gradle_deprecated_settings test app, and remove reference from lockfile exclusion yaml (#161622)
The test was intentionally broken by
https://github.com/flutter/flutter/pull/160947/. That PR removed the CI
configuration to run the test, but the autoroller (which was previously
turned off) runs a gradle command in all android subdirectories, so the
fact that the directory wasn't deleted is blocking turning the
autoroller back on:

Closes https://github.com/flutter/flutter/issues/160527.

We don't use the Dart script anyway, and the shell script could be
simplified to the single use in g3 (cl/688973229).

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Add script to check format of changed dart files (#160007)
The script is modeled after a similar script in the engine (see engine's
[format.dart](https://github.com/flutter/engine/blob/main/ci/bin/format.dart)).

It identifies the files that have been changed and checks if their
formatting is correct. It also offers an option to correct formatting
(`--fix`) and an option to check the formatting of all files in the
repro (not just changed ones, `--all-files`).

When we are enforcing dart format this script will be called as part of
presubmit.

Useful in tooling, releases, etc - where Dart is available

Use flutter from in same repo (not path) in generate_gradle_lockfiles.dart (again) (#155794)
Fixes another invocation of `flutter`. Follow up to https://github.com/flutter/flutter/pull/155790/.

Checked that this is the only other one (and also the only use of `exec()` left that is relying on the path and shouldn't be (one other use uses git from the path, which is fine, and the other one uses an absolute path).

- I forgot that I need to override the compileSdkVersion in the AGP 8.0 [instance of this test](ef9cd32f5a/dev/devicelab/bin/tasks/android_java17_dependency_smoke_tests.dart (L19))
- A postsubmit integration test needed new lockfiles + the package attribute -> AGP namespace change.

Reland "Bump to AGP 8.1/Gradle 8.3 (almost) everywhere" (#146307)

Just 3 commits:
1. a revert of the revert
2. the fix described in https://github.com/flutter/flutter/pull/146181#issuecomment-2038238869
3. updating two postsubmit tests from Java 11 to 17, as that is required for this new AGP version.

I've verified that `flutter build apk --flavor paid --debug` fails in `dev/integration_tests/flavors/` with the error in ci without (2), and succeeds with it. 

I've also verified that the `dev/benchmarks/complex_layout` app builds successfully with Java 17.

That covers all the postsubmits that failed according [to the dashboard](https://flutter-dashboard.appspot.com/#/build).

Add a --no-gradle-generation mode to the generate_gradle_lockfiles.dart script (#145568)
The script currently overwrites existing `settings.gradle`, `build.gradle`, and `gradle-wrapper.properties` files in the directories it processes. This mode makes it not do that, and just generate the lockfiles themselves.

Make generate_gradle_lockfiles also write the gradle wrapper file (#142329)
The `generate_gradle_lockfiles` script currently writes the top level `build.gradle` file and the `settings.gradle` file, and is the easiest way to batch update these files to, for example, increase the AGP version used in integration tests and examples across the framework repo.

This PR makes it also write the gradle version, so that we can do batch upgrades of our gradle version with it as well.

Update generate_gradle_lockfiles script to represent newer templates, and run it on dev/ (#135175)
Upgrades agp versions and lockfiles for `dev/`. Also changes the lockfile generation script to represent the newer form of the `settings.gradle` template, and therefore also propagates these changes.

~~Potentially related to https://github.com/flutter/flutter/issues/134419~~, but worth doing anyways. (not actually related)

Use merge-base in find_commit.dart (#138033)
Closes #97595

The prior approach of manually diffing the entire log chain is less
efficient, and only found the original branch point ignoring subsequent
merges. The limitation forced PR workflows into rebasing and force
pushing new history to get the branch point far enough for CI to pass.

Use `git merge-base` to find the latest common commit with the main
branch.
Add an `allowFailure` argument to the `git` utility to use a more
specific failure in the case of no shared history when this command will
fail with a generic error.

Use `^branch` with the `git log` commands to exclude shared history and
more easily count the unique commits on each branch.

Drop the `Commit` abstraction. Parse directly to timestamp or line counts.

Change gradle lockfile generation script to use --config-only flag (#132967)
The `generate_gradle_lockfiles.dart` script was generating the gradle wrapper by building a flavor that didn't exist. In the time since the script was written, the `--config-only` flag was created and should be used instead.
