Some of these tests are known to fail and were coded to expect it; however because the failure is a timeout it's just dragging out test runs (shortening timeouts will make the tests flakier).

when you use startProgress you have to more carefully think about what
exactly is going on.
Properly cancel startProgress in non-ANSI situations, so that
back-to-back startProgress calls all render to the console.
When creating a new project, the build fails with an error similar to:
"versionCode not found. Define flutter.versionCode in the local.properties file."
This puts developers in the untenable situation of having to edit a file with local paths, but being unable to check it in.
This changes the templates to default to using versionCode 1 and version "1.0" if they are not defined in the local.properties file.

Our Cirrus Windows tests were not really working: they reported success even when failing.
This should fix several problems with the Cirrus Windows tests.

This is known to be broken. I will un-skip all of these once a fix for flutter-tester lands on Windows.

We don't actually care if we're on linux, we care only if the lcov
tool is available. We check for that explicitly just below.
Additionally there is code below which indicates that lcov is available
for macOS. Before this change that code would never execute.
Generated.xcconfig is only required at build time for iOS apps. In the
flutter create project template and example apps, Generated.xcconfig was
previously marked as a resource to be bundled into the built app.

I confused SigInt&SigTerm for SigTerm&SigKill when I first did this. SigTerm can be blocked and doesn't guarantee the process will be terminated.

This uses @kevmoo's completion package to do command line completion for flutter, and a new command "bash-completion" (with alias "zsh-completion") that will output the necessary shell script setup code, and adds the hidden command "completion" that does the actual completion.
Because it adds a dependency, I also had to do flutter update-packages --force-upgrade.

Adding the exit(exitCode) fixes the hang.
Tested by running `fx run-host-tests` with a topaz checkout.
Verified the hang before, no hang after.
This reverts commit 032f8cdb8b563bdc200acdce068945a834bf2271.
The test runner hangs on exit after all tests pass when trying
to roll this into Fuchsia.
