Currently, `flutter update-packages --force-upgrade` will
crash if it encounters a pubspec.yaml file with no dependencies
(either regular or dev). The assumption that we'd never see
such pubspec files is no longer valid, as we have such a file
in one of our tests.

Add support for configuring the base storage URL for Flutter's

This replaces the secret `flutter update-packages --upgrade` with a destructive `flutter update-packages --force-upgrade` that actually goes and pins every dependency and transitive dependency in every flutter package to the same version.

This removes direct file access from within flutter_tools
in favor of using `package:file` via a `FileSystem` that's
accessed via the `ApplicationContext`.
This lays the groundwork for us to be able to easily swap
out the underlying file system when running Flutter tools,
which will be used to provide a record/replay file system,
analogous to what we have for process invocations.

update-packages only looks one level down, instead of
changing that, I'm just adding dev/benchmarks explicitly.
This will unbreak the bots which are dying trying to
flutter drive dev/benchmarks/complex_layout without
pub get having been run there.

Most of the remaining widget examples are actually manual tests. This patch
moves them into //dev/manual_tests. A couple are examples of using services,
which I've moved to //examples/layers/services. The remainder are out-dated and
are removed by this patch.
Now that we don't require the Dart SDK to be in your path, it's hard to run
./dev/update_packages.dart. Instead, you can now run `flutter update-packages`.
