The goal here is to have a great standalone `android_engine_test` suite
that [replaces
`scenario_app/android`](https://github.com/flutter/flutter/pull/160992).
No test is _functionally_ changed in this PR, but overview of changes:
- Finished renaming the suite `android_engine_tests` instead of
`flutter_driver_android`
- Added instructions and an environment variable for local generation of
golden-files (`UPDATE_GOLDENS=1`)
- Added explanations of the individual tests, where they live, and how
to run them locally
- Added a hybrid-composition (HC, not TLHC, which is already tested)

- Renamed "other_smiley" to "surface_texture_smiley" (and renamed the
original to "surface_producer_smiley")
- Removed unnecessary ".android" suffix (we will not run this on
anything but Android)
- Added a `tool/deflake.dart` to run a test suite 10x (or custom) times
locally to try and determine flakiness
After this PR, I'll add flags to let you control variants and name the
screenshots accordingly, i.e.:
- API v34 or v35
- OpenGLES or Vulkan (will require an `AndroidManifest.xml` edit during
the test instrumentation)
Towards https://github.com/flutter/flutter/issues/161261 (before I add
more tests).
This is a 1:1 move, with massaging of
`run_flutter_driver_android_tests.dart` to be more automated as tests
are added.

This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

This applied the improvements from
https://github.com/flutter/engine/pull/57206 to the flutter/flutter
version of that script (hopefully, we can deduplicate this soon with the
repo merge).
The script is modeled after a similar script in the engine (see engine's
[format.dart](https://github.com/flutter/engine/blob/main/ci/bin/format.dart)).
It identifies the files that have been changed and checks if their
formatting is correct. It also offers an option to correct formatting
(`--fix`) and an option to check the formatting of all files in the
repro (not just changed ones, `--all-files`).
When we are enforcing dart format this script will be called as part of
presubmit.

This pull requests adds a new `actionsPadding` property to AppBar, which controls the padding of the actions row's end. By default, no padding is added.
As it was already discussed in the linked issue below (https://github.com/flutter/flutter/issues/115349#issuecomment-1315582192), it is not feasible to change defaults. This PR is an interim solution to allow developers to change layout across the app, until that change/transition can be made (see: the new TODO line).
Different to the original code from 2018, this PR only adds padding to the actual actions row, instead of the entire `NavigationToolbar`.

The tool currently prints that the _dart_ command is run, and does not include the 'pub' sub-command. Something like:
