The type variable `T`, when used as an expression, will always be a
`Type`. The type test `T is! List` is always true (as is `T is Type`).
This expression will become a warning in the analyzer in some upcoming
release of the Dart SDK.
This `assert` was added in a PR which reapplied an earlier PR, however
the earlier PR did not include this assert. I do not see any discussion
indicating the intent of this assert.
The impact of testing this `T` in any way is low - this is a private
class so we can see all the uses and know that the only type bound to
`T` is `Uri`. Avoid the upcoming diagnostic and remove the assert
entirely. This maintains existing behavior but ignores the potential
intent for the check.
* Update flutter_tools to look for new VM service message
The Dart SDK will soon move away from the current Observatory message:
"Observatory listening on ..."
To a new message that no longer references Observatory:
"Dart VM Service listening on ..."
This change updates all tests with mocks to check for the new message
and also adds support for the new message in ProtocolDiscovery.

This adds avoid_dynamic_calls to the list of lints, and fixes all instances where it was violated.
Importantly, this lint is NOT turned on for flutter/packages/test, because those changes are happening in another PR: #84478
The flutter run failures are cause by the application occasionally taking a long time to start up. This caused the ios fallback discovery to kick in, which will always fail if the application hasn't started. Solution: remove the iOS fallback discovery and wait up to 30 seconds.
This has not proven to reduce the flakes, but it does at least remove one error case and removes code that will no longer work without the mDNS fallback.
Refactors the desktop devices and workflow to remove unnecessary usage of global variables. This should make it easier to test and continue enhancing the desktop functionality of the tooling

The throttle duration could delay past the point where the destination sink was closed. Check if it is closed before adding an event. Fixes a crash on dev: StateError: Bad State: Stream is already closed.

Previously, a valid web socket connection would use the following URI:
`ws://127.0.0.1/ws`
Now, by default, the VM service requires a connection to be made with a
URI similar to the following:
`ws://127.0.0.1:8181/Ug_U0QVsqFs=/ws`
where `Ug_U0QVsqFs` is an authentication code generated and shared by
the
service.
This behavior can be disabled with the `--disable-service-auth-codes`
flag.
