Chris Bracken 2ebb9e5dc6 Use ProcessManager for Xcode tool invocations (#10955 )

1. Run all Xcode tool invocations through ProcessManager, which allows
us to mock out failures, etc. for tests.

2. Add said tests.

Flutter tools

Tools for building Flutter applications.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
