[Windows] Ensure window is shown ( #127046 )

## Background
The Windows runner has a race at startup:
1. **Platform thread**: creates a hidden window
2. **Platform thread**: launches the Flutter engine
3. **UI/Raster threads**: renders the first frame
4. **Platform thread**: Registers a callback to show the window once the next frame has been rendered.
Steps 3 and 4 happen in parallel and it is possible for step 3 to complete before step 4 starts. In this scenario, the next frame callback is never called and the window is never shown.
As a result the `windows_startup_test`'s test, which [verifies that the "show window" callback is called](1f09a8662d/dev/integration_tests/windows_startup_test/windows/runner/flutter_window.cpp (L60-L64)
), can flake if the first frame is rendered before the show window callback has been registered.
## Solution
This change makes the runner schedule a frame after it registers the next frame callback. If step 3 hasn't completed yet, this no-ops as a frame is already scheduled. If step 3 has already completed, a new frame will be rendered, which will call the next frame callback and show the window.

Remove duplicate plugin tests ( #126582 )

Removes two plugin tests that aren't actually doing anything useful.
When they were added they were testing v2-embedding plugins in a v1-embedding app, but support for creating v1-embedding apps--and the environment variable that these tests were using to, in theory, trigger them--was removed several years ago in #61203 . That means that these tests are in practice exact duplicates of the copies just above without the ennvironment variables.

Fixes #122250 . This PR is to make sure all the MaterialStateProperty defaults are able to correctly resolve different states.
* When a widget is pressed, it is also hovered, so we need to put the `MaterialState.pressed` check before `MaterialState.hovered`.
* When a widget is focused, the widget should still be able to be hovered, so we should check `MaterialState.hovered` before `MaterialState.focused`.
* There are also cases like in _InputDecoratorDefaultsM3, the `MaterialState.disabled` should be checked before `MaterialState.error`.
the order should be disabled, (error), pressed, hovered, focused.

### Description
1. Add proper M3 indicator height aka`IndictorWeight` from the M3 specs for the primary tab bar with label indicator size.
db6074ade4/dev/tools/gen_defaults/data/navigation_tab_primary.json (L9)
(this was held due to `indicatorWeight` having a hard-coded value)
and added a secondary tab bar indicator height.
2. Set a minimum value for the rounded indicator to maintain the indicator shape.
3. With proper indicator height, the rounded indicator position is also fixed.
4. Fix round indicator is shown for the primary tab bar with tab indicator size.
5. Above changes fix https://github.com/flutter/flutter/issues/123112 .
6. Fix the `startOffset` const value from https://github.com/flutter/flutter/pull/125036 to match docs and move it to a variable.

[Reland] Add migrator to upgrade gradle version when conflict with Android Studio bundled Java version is detected ( #125836 )

This is an attempt to reland https://github.com/flutter/flutter/pull/124085 .
Differences from this attempt and the last:
1. Adds a check for null android studio versions and a test for this case.
2. Wraps the migrate code in a try-catch [per the suggestion here](https://github.com/flutter/flutter/pull/125728/files#r1181747899 ).
Old PR description:
This PR adds an android project migrator that checks the version of android studio and the version of gradle for conflicts, and upgrades to 7.4 if a conflict is detected. For more detail about the particular conflict, see https://github.com/flutter/flutter/issues/122376 .
The PR also upgrades older gradle versions being used in integration testing to 7.4.

1. Add iOS and macOS migration to mark "last upgraded" Xcode version to 14.3 to prevent `Update to recommended settings` warning.
2. Update iOS and macOS templates to same.
3. Update iOS template to set `BuildIndependentTargetsInParallel` to YES as suggested. I didn't add a migration for this since it seems like a minor optimization and I don't think it's worth a potentially botched/corrupted migration.
4. Run all example/integration test project to see migrator work.
5. Add some missing test projects to the build shard since I noticed they were missing and I had to build those manually outside `SHARD=build_tests`.

Most of these imports were never appropriate. The `test_api` package was never intended for use in `_test.dart` files.
Where possible move imports to `matcher`, otherwise move them to `test` or `flutter_test`.
Leave uses of `test_api` from `flutter_test` library code.
