Replace amber_ctl with pkgctl for Fuchsia ( #89785 )

Fuchsia is deprecating amber_ctl and replacing it with pkgctl.
This change removes the FuchsiaAmberCtl class and replaces it
with the FuchsiaPkgctl class and updates the usages appropriately.
