Ian Hickson 74c806634e Add a note about the firebase/ directory. 
Also, make dev/update_packages.dart skip directories that have no
pubspec.yaml, since firebase/ doesn't have one.

The existence of this directory is temporary. We will shortly be moving support for SDKs to separate repositories. This directory currently exists to help us learn what exactly we need to support third-party SDKs.
